Pay Stipend at par with the State Govt institutions: NMC directs Medical institutions citing SC's adjudication

In a significant development, the National Medical Commission (NMC) has issued a directive regarding the online submission of admission data for postgraduate medical courses for the academic year 2023-24. This directive, addressed to the Directors of the Directorate of Medical Education in all states and union territories, as well as Medical Counselling Authorities, and the Principals/Deans of all Medical Colleges and Medical Institutions in India, outlines the crucial steps that must be followed for the admission process.

The NMC, created under the National Medical Commission Act, 2019, has stressed the importance of adhering to the regulations set forth in the Indian Medical Council Act, 1956, and the Postgraduate Medical Education Regulations, 2000. The directive underlines that these regulations are considered statutory, binding, and mandatory by the Supreme Court of India.

Key guidelines in the directive include:

Admission Parameters: Admission to postgraduate courses (PG Diploma, MD/MS, DM, & M.Ch) should follow these parameters:

-Admissions solely through the National Eligibility-cum-Entrance Test (NEET).
- Admissions must not exceed the sanctioned intake capacity.
- Candidate selection must adhere to clause 9 of the Postgraduate Medical Education Regulations, 2000.
- No admissions are allowed beyond the specified cut-off date.

Stipends: Postgraduate students must receive stipends at par with those paid by State Government and Central Government Medical Institutions in their respective states or union territories.

Transparent Admissions: It is imperative that all admissions are based on merit and are conducted transparently and fairly, in accordance with the regulations. Any violations will result in actions against the students and  concerned medical colleges or institutions.

Online Submission: Medical colleges and institutions are required to submit admission data online through the NMC website (http://www.nmc.org.in). The data uploaded through the Student Admission Entry portal will be used for monitoring student admissions.

Submission Deadline: The directive specifies that the admission details of postgraduate students must be submitted within the stipulated time i.e.befire 28th October 2023.Failure to do so may invite action against such Medical Institutions as specified in the law.

Accessing the Online Portal: The directive provides instructions for accessing the NMC website for data submission.

Data Requirements: The data to be submitted includes course name, sanctioned intake capacity, date of admission, student details (including registration numbers), category, gender, NEET scores, stipend details, and the name of the supervising PG teacher.

Modification Window: A window is available for modifying or deleting any incorrect entries within three days of the last date of admission for Broad and Super-specialty courses.

The directive also highlights that the Commission may request supportive documents, such as caste certificates and NEET PG/NEET SS exam details, when necessary.

In conclusion, the directive emphasizes the responsibility of colleges and institutions to provide accurate information. Failure to do so could result in actions by the NMC. The Directorate of Medical Education in all states and union territories is also required to submit admission details via email within two weeks of the last date of admission.

The last date for admission to Post Graduate Broad Specialty courses is October 25, 2023, with the portal for student details remaining open until October 28, 2023.

NMC's website will display the details of students admitted based on the data submitted by institutions.

This directive serves as a pivotal step in streamlining the admission process for postgraduate medical courses, ensuring transparency and adherence to regulations.
