NMC Provides Clarification on Issues Related to Foreign Medical Graduates from Ukraine and Philippines, list of FAQ released

The National Medical Commission (NMC), through its Undergraduate Medical Education Board and Ethics and Medical Registration Board, has issued clarifications addressing concerns raised by various State Medical Councils, stakeholders, and Foreign Medical Graduates (FMGs), particularly students from Ukraine and the Philippines.

For Ukrainian students who completed their courses in offline mode, provisional registration will be granted by state medical councils, enabling them to undertake a one-year CRMI program at various medical colleges in India. These students will also be eligible to receive the stipend at par with IMGs of that college. .

FMGs who experienced interruptions in their final year due to factors like war or COVID, subsequently completing their courses online, are required to undergo a one-year CC (Clinical Clerkship) to compensate for training deficiencies. A monthly fee of Rs. 5000 will be applicable, and after completing the CC, these students can proceed to a one-year CRMI at an allocated medical college or recognized institute. The allocation process will be managed by the Directorate of Medical Education (DME) in consultation with the respective State Medical Council (SMC).

If the training interruption occurred in the penultimate year, affected students are advised to complete two years of CC before commencing the CRMI.

The clarification notice introduces a three-month window as a one-time opportunity under the Academic Mobility Programme for FMGs to conclude their training at any other foreign college.

Guidelines have also been released regarding students pursuing BS/MD courses from Philippenes.FMGs having taken admission in MD course in Philippines on or before 18.11.2021 are allowed to complete their course and to write FMG exam before being permitted to do one year internship from India.

For all FMGs, the time limit to appear in FMG/NExT is set at 10 years from the date of completing training or the course in the Foreign Medical Institution.
